Portland pushes for state land-use exemption to thwart Bull Run water treatment plant challenge

Portland officials are asking state lawmakers for help in putting an end to the ongoing legal challenges to their expensive and controversial water filtration system.

The $2 billion Bull Run water treatment facility, which began construction east of Gresham last year, would be able to avoid Oregon’s usual land-use appeals procedure under Senate Bill 936. The city claims this is necessary to make sure the project meets an impending regulatory deadline.
