Portland eyes cuts to homeless camp, graffiti removal to pay for proposed increase to City Council budgets

Whether to raise their personal office budgets and Mayor Keith Wilson’s by millions of dollars is one of the first major issues that Portland’s 12-member City Council will have to deal with this year.

Under Portland’s new system of government, which is severely underfunded, it might lead to one of the first public conflicts between the legislative and executive branches of the city.
