Councilor Elana Pirtle-Guiney was voted president of Portland’s new 12-member City Council during its hours-long inaugural meeting on Thursday, which was marred by political conflict, procedural obstacles, and technical glitches.
In a 9th round of voting, Pirtle-Guiney, a longstanding labor union leader and former governor’s adviser, defeated racial justice activist and nonprofit leader Candace Avalos of east Portland’s District 1 7–5 to win the coveted position. Pirtle-Guiney represents North and Northeast Portland’s District 2.
