Portland City Council grills top bureaucrat, grants him 11-month job extension

The City Council voted Wednesday to extend the tenure of Portland’s top bureaucrat, a significant figure in the city’s new system of administration, through the end of the year.

Questions on Portland’s financial difficulties, his management of the city’s bureaucracy, and authorities’ decision this week to give fuel business Zenith Energy a contentious land-use permit that some councilors strongly disagree with were all directed at City Administrator Michael Jordan.
