Police lift NW Portland shelter in place order, fail to find armed man

After a three-hour search with its tactical teams, Portland police were unable to locate an armed man in Northwest Portland on Thursday afternoon.

Around 11 a.m., officers responded to a disturbance call at an apartment in the Pearl District’s 1400 block of Northwest Pettygrove Street, which prompted the start of the search. According to authorities, a woman said that a man she knew had broken into her apartment while they were en route. The suspect was carrying a gun.

Police said the man had departed and allegedly fled on foot, and the woman was unharmed. A collection of tents at Northwest 19th Avenue and Upshur Street was surrounded by officers after they conducted an investigation.

Businesses and residents in the area were given a temporary shelter-in-place order.

According to authorities, they made an unsuccessful attempt to get in touch with the man. The incident commander requested assistance from the Police Bureau’s Special Emergency Reaction and Crisis Negotiation teams since they were unsure if the armed man was inside the tent or not.

They arrived at the spot at 1:18 p.m. and left at 4 p.m. after concluding that the man was not in any tent. A scanner log shows that nearly 30 police units were on the site at one time.

For investigating purposes, police did not identify the suspect. He is still being sought, they said, and the inquiry is still ongoing.
