Police chief in scandal-plagued Oregon city texted porn, faked records, mocked colleagues, investigation says 

According to an outside investigation, former St. Helens Police Chief Brian Greenway threatened a handcuffed suspect, reprimanded officers, made fun of the sheriff, and texted pornographic images to subordinates. He also incited opposition to his superiors and increased an officer’s pay by pretending to have passed an agility test that he never took.
