After allegedly crashing a stolen vehicle into a Portland Police cruiser on Saturday and then recklessly driving through Southeast Portland, two persons are being charged with narcotics offenses and reckless driving.

The 24-year-old Jacob Richardson is charged with three felonies for allegedly stealing and delivering cocaine and methamphetamine, as well as one misdemeanor charge of illegally possessing a handgun.
According to a news release issued on Sunday, Portland police attempted to do a welfare check on two individuals who were discovered unconscious in the Jeep on Saturday morning at approximately 11 a.m. According to the authorities, Strickland, the driver, woke up and reversed the Jeep into a patrol car before leaving.

According to the press release, officers tried to halt the vehicle using unidentified intervention measures. They claim that Strickland was driving carelessly, disobeying traffic lights, and weaving in and out of traffic. According to authorities, Strickland lost control of the car and collided with a parked car in the Reed neighborhood.
According to the news release, Strickland and Richardson were evaluated by paramedics at the hospital before being arrested by police. Richardson was allegedly carrying a loaded gun that the police suspect was stolen.
Richardson is also charged with felony narcotics offenses in a September case, according to court documents, for allegedly distributing methamphetamine within 1,000 feet of a school.
