Lawsuit filed against Clark County jail deputies after video showed them dragging handcuffed Black man with rope

According to a federal lawsuit, O Neal Payne III, an unarmed Black man, was pushed into the bunk in his cell and then dragged about by a rope connected to his handcuffs after Clark County jail guards used excessive force against him because they were not properly trained.

The county, former Sheriff Chuck Atkins, and jail deputies are also accused of carelessness in the civil rights lawsuit, which was filed in Tacoma federal court last Friday.
