Next fall, the Class 5A football scene will appear very different because of a significant reorganization of the districts brought about by certain team transfers between Class 6A and Class 5A.
This next year, David Douglas and Gresham will be dropping to Class 5A. In 2024, both teams finished last in the Mount Hood Conference with a 1-8 record. They are going to enter Special District 1, which will comprise Putnam, Milwaukie, Parkrose, Hood River Valley, La Salle Prep, and Centennial. Both Parkrose and Milwaukie are advancing from Class 4A.
After going 0–9 in 2024, McNary is also falling down to Class 5A. Aloha, Canby, Forest Grove, Hillsboro, McKay, and Wilsonville will all be included in Special District 2, which the Celtics will join.

Central, Corvallis, Dallas, Lebanon, Silverton, South Albany, and West Albany will comprise Special District 3.
Churchill, Crater, Eagle Point, North Eugene, Roseburg, Springfield, Thurston, and South Eugene will make up Special District 4.
With the exception of Crook County, which is going up a classification in a school-wide shift, the Intermountain Conference will largely remain the same.
Cleveland will continue to play in the Portland Interscholastic League’s Class 6A despite having the option to lower a classification as well.

After finishing 7-3 in 2024 and qualifying for the Class 5A playoffs, Glencoe is reentering the Pacific Conference and moving up to Class 6A.
Willamette will also be moving up a classification; under new coach Josh Line, they went from 0-9 in 2023 to 8-2 in 2024. Class 6A Special District 1 will be the new home for the Wolverines.
The OSAA executive board must still accept the modifications in full at its meeting on February 3.
