In an ongoing effort to support veterans, the Illinois Lottery, in collaboration with the Illinois Department of Veterans Affairs (IDVA), has launched several initiatives aimed at providing essential services and financial aid to veterans. These initiatives include assistance with energy bills, supplying service dogs, and distributing cash grants through a competitive grant program.

According to 25 News Now, one of the primary initiatives involves the “Veterans Cash” lottery ticket, which was the first of its kind in the United States when it was introduced in 2006. The ticket, currently available as the “Winter Riches” instant ticket, allocates 100 percent of its profits to veterans’ organizations across Illinois. These funds are distributed in the form of cash grants to support a variety of services for veterans, including housing assistance, long-term care, disability benefits, employment services, and treatment for post-traumatic stress disorder (PTSD).

The Illinois Lottery and IDVA have managed to generate over $21 million from these lottery tickets, benefiting approximately 400 veterans’ organizations statewide. Every quarter, the IDVA’s Veterans’ Cash Grant Authorization Committee reviews applications from eligible organizations and awards grants based on demonstrated needs. Eligibility for these grants is extended to government agencies, non-profits, veterans’ organizations, and other tax-exempt entities that provide or wish to expand their services for veterans.

Another significant aspect of these initiatives is the support for energy bills. According to the press release from the Illinois government, the cash grants can be used to assist veterans with rising energy costs, which is particularly crucial during extreme weather conditions. This support helps alleviate the financial burden on veterans, ensuring they can maintain a comfortable and safe living environment.

Additionally, the program addresses the need for service dogs among veterans. Service dogs can be vital for veterans with disabilities, providing them with the assistance they need to navigate daily challenges. The lottery-funded grants help organizations that train and supply these service dogs, ensuring that veterans receive the necessary support to improve their quality of life.

The process for applying for these grants has been streamlined through the use of AmpliFund, an online grants management system. This system allows for more efficient application processing and ensures that funds are distributed promptly to organizations in need. Veterans’ organizations are encouraged to apply for grants ranging from $25,000 to $100,000, depending on their specific needs and the scope of their projects.

Illinois Lottery Director Harold Mays expressed pride in the partnership with IDVA, stating that the specialty ticket not only offers entertainment and a chance to win for players but also significantly benefits veterans. IDVA Director Terry Prince also emphasized the importance of these grants, highlighting their direct impact on improving veterans’ lives across the state.
