According to an external audit on the Portland Police Bureau’s response to the 2020 protests, the department has made major reforms but still has to do more to get ready for future disturbances.

Following the city’s 2014 settlement agreement with the U.S. Department of Justice regarding the bureau’s excessive use of force, Independent Monitor LLC released its second report in a series on Nov. 7. Following the discovery of the city’s noncompliance with the agreement in 2021, the federal department demanded the reports.
