3 incoming Portland City Council members locked in dead heat for council president

Three candidates are vying for the position of president of the 12-member Portland City Council, which would likely have authority comparable to that of the mayor under the city’s new system of governance.

In a straw poll they conducted Tuesday night, several sources told The Oregonian/OregonLive that Candace Avalos in District 1 in East Portland, Olivia Clark in District 4 in West Portland, and Elena Pirtle-Guiney in District 2 in Northeast Portland each received nearly equal numbers of votes from council members-elect.
